After reading a Tan's essay, numerous questions have arisen and come to me. What is the basic criterion to judge broken English? Accent? Grammar errors? Can anybody define broken or perfect language? what should be the main criterion to judge perfection of language ability? Accuracy? Fluency? or Both? If a person can speak a language fluently even though he or she have a strong accent, then seriously we can judge them as having broken English? In the current situation that English is regarded as an International language, only English using by native English speakers can be considered as a Standard English?
